Dark Blue is XHTML 1.0 Strict by both the W3C and TV tests. Unfortunately it is a fixed with theme.

Dark Blue also passes WCAG AA for those tests that can be automated.

The blue text lacks contrast with the white background at the small text size. The small blue text should have a stronger presentation.
