The regions are Side Bar and Footer with Side bar on the left.

Validation

The W3C and Total Validator pass the XHTML as XHTML 1.0 Strict.

The CSS validates at levels 2.1 and 3.

TV passes the theme as WCAG (WAI) level A and reports heading nesting errors at level AA. Both TV and Cynthia Says pass the theme as US 508 compliant as far as a computer can check. Wave did not detect accessibility errors.
